win32 standalone installer

Hi all,

Released 0.15rc1 today has inside merged dirstate branch that has some issues on win32.
I need several days to check them all and fix as possible.
Taking this in consideration I don't want to make win32 standalone release right now.

But as well 0.15rc1 contains many other fixes and improvements.
And pre-dirstate version is very stable.

So, if people interesting I could make non-official pre-0.15rc1 (pre-dirstate)
standalone installer (especially if you need win98 support).
