0.15r1 - announce coming tomorrow

Martin asked me to cut a 0.15rc1 release, with dirstate in it - he still
has no ADSL.

However, I found some last minute regressions on non-unicode file
systems, in the test suite, and as result its now 23:30 - so I'm going
to finish the release process (send out the announce, put it on
freshmeat etc) tomorrow first thing.

The tarballs etc are all in place though,
