Dirstate state - calling all early adopters

Anyone in the bzr team in launchpad can commit to the dirstate branch as
long as all tests passed for them. (I've mentioned this previously, I'm
sure).

For windows, I'm happy if you commit if less tests fail for you than
failed before your commit, and no new ones fail for you.
