Hmm, it seems there is some bundlebuggy/browser issues.

I've just tried the following commands on my Linux box and it works just 
fine:

$ mkdir tmp
$ cd tmp
$ wget -O putty.bundle 
http://bundlebuggy.aaronbentley.com/download_patch/%3C45E84FCB.8020000@hlabs.spb.ru%3E
$ bzr branch http://bazaar-vcs.org/bzr/bzr.dev/
$ cd bzr.dev
$ bzr merge ../putty.bundle
All changes applied successfully.
$ tail ../putty.bundle

But if I've tried to look at the bundle on Windows by Firefox at 
http://bundlebuggy.aaronbentley.com/request/%3C45E84FCB.8020000%40hlabs.spb.ru%3E 
  or download it by Firefox through the 'Download patch' link the bundle 
is missing some bytes at the end. :-/

For now try to download the bundle at 
https://lists.ubuntu.com/archives/bazaar/2007q1/022891.html
