[MERGE] Support for Putty SSH implementation, 2-nd edition

The attached patch is the second edition of support for Putty's plink 
SSH implementation.

Changes from the first version:

  - Added more comments and docstrings based on Andrew's comments;
  - More clean interface for SSHVendorManager;
  - Fixed error for the "sftp over plink" case reported by Alexander;
  - More robust tests;
  - Wrapped all long lines in bzrlib.errors;
