[MERGE] Support bzr cat http://... without working tree

#73500 was fixed to allow cat to be used on remote location, but only
where there is a remote working tree. It currently fails saying that the
working tree can't be opened. Presumably it also fails on local treeless
repositories.
The attached bundle fixes the problem for me.
