The settings don't refer to particular files, so they're not like
subversion file properties.

And they branch-specific settings, not tree-specific settings.  If you
make a lightweight checkout of a tree, the settings will apply to both
the original tree and the checkout, even though they are different
trees, because they share the same branch.
