[MERGE] bzr rm should delete the working file (Bug #82602)

I kinda like -f.  It's perhaps a bit nonsensical if you think it
through, but it seems very intuitive and obvious on the surface.  It
matches CVS.  It kinda matches the *nix rm -f in the sense of "Look,
just make the file go away".
