remove bzrlib/tests/workingtree_implementations/test_basis_inventory.test_basis_inv_gets_revision

the test_basis_inv_gets_revision test in this file checks that when we
set a parent tree in a working tree with an inventory with no
revision_id, the revision_id is correctly stored.

However, Repository.deserialise_inventory always sets the revision_id
(for Knit1) and ensures its there (for Knit2).

So it seems to me that this test is not needed - and its very hard to
abstract across different tree formats.  (Specifically, dirstate has no
inventory file!).
