To me, missing is "versioned and not present", and the previous state
doesn't matter.  I consider it missing even if was not versioned or
present in the previous state, or if it was versioned and not present in
the previous state.

What would you consider it if a file was not versioned or present in the
previous state, but it now version and not present?
