[RFC] Merge requests for related projects

I think its great that [MERGE] requests are being sent for non-bzr-core
projects - it increases visibility and gets review for them too.

However, it seems to be confusing bundle buggy - see Aaron having to
'veto' those merges.

I propose that 'something' be done to stop this confusion, because
vetoing good patches is rather, well, unpleasant :).

Perhaps using [MERGE/project] would do?

I.e. [MERGE/bzr-gtk] Support network manager ...
