Both hgwebdir.cgi and webserve-dir.cgi are mbcs broken

Yes, My working box is windows 2003 R2. When I use linux,
LC_ALL=zh_CN.GB18030 or LC_ALL=zh_CN.UTF-8 both has problems...

PS: I use both hg, bzr, svn in same wc, only bzr has trouble.
