bzr: ERROR: Transport error: Server refuses to fullfil the request

Regarding the previous "bzr branc & hit C-c to abort" discussion,
where the branch was left in inconsistent state, I found another
similar case:

    bzr branch http://example.com/that/project
    bzr: ERROR: Transport error: Server refuses to fullfil the request

    ??

    cd project
    bzr pull
    bzr: ERROR: Not a branch: /home/foo/project

The idea that a interrupted transport could be resumed would be a
welcomed addition.
