I think this is the best solution, too. But then, I'm actually quite
happy with the old 'tags' plugin that stores tag<=>revid pairs
in .bzrtags.
I don't mind having non-versioned tags, I can see some advantages of
this approach, but I'd very much prefer to have them per branch.
