Better error message from bzrtools

I just talked with Phil Frost (indigo) on IRC, who was confused as to
why bzr was saying it was out of date. It seems this error message is
not very clear:
Bzrtools is not up to date with installed bzr version 0.14.0.
There should be a newer version available, e.g. 0.14.
It should say something like:
Plugin "bzrtools" is out of date with installed "bzr". bzr is at version
0.14.0, but bzrtools is at version 0.13
There should be a newer version of bzrtools available (eg 0.14).
I know Phil's confusion is that he didn't realize "bzrtools" !=
"bzrlib". So I was hoping to reduce confusion by making it clear
'bzrtools' is a plugin, and what the specific version of bzrtools is,
versus what it would want to be.
Thoughts?
