That's a general problem with any solution that keeps deleted tags from
reappearing.  I suppose one option would be explicitly fetching tags:

$ bzr fetch-tags my-deleted-tag my-different-tag LOCATION

This would force 'my-deleted-tag' and 'my-different-tag' to assume the
values they have at LOCATION, regardless of whether they're locally
/deleted/ or locally /different/.
