Now this seems really weird. I've done testing myself and that shouldn't
happen. Because bzr should be branching from HEAD => non-HEAD at the
point that cvsps determines there is a new branch.

It is possible that cvsps is coming up with a bad starting point.

Judging by the other things you've said, I get the feeling you have a
slightly wonky CVS repository, where some of the commit dates are
invalid/time doesn't move monotonically forward.

And in those circumstances, cvsps is failing to find a "correct"
structure that allows the history of all the files to follow a proper
branching structure.

If this is happening in a test repository, I would be very interested in
debugging it. In all of the tests I've done, things work as expected.
