cvsps-import plugin on Cygwin [3]

Another problem: when I did a branch and then commit changes
to the branch not all files was changed during commit.
Therefore not all files have information about branching.
When cvsps-import converts my branches to bzr it lose
unchanged files from HEAD in non-HEAD branches.
