Update on bound branch behavior

Hi,

If I run update on a bound branch and it already has the latest
revisions from the mainline bzr still makes my local changes into a
pending merge. I think it would be better if it just said "Your branch
is up to date" and did nothing in this case. This raises the problem
though of how you get your local changes committed to the mainline if
your bound branch is up to date with the mainline.

This would not be a problem if push did not change revision order as the
user could then just push to mainline ;-)

But assuming this is not done then how else could this be done sensibly?
