[RFC] Clean up progress bars during fetch

For those not wasting away their life on IRC, this is
<http://bazaar-vcs.org/MatthewFuller/UIIssues>.  There are two parts
to it; the "Micro UI Issues" which is this sort of "warts" collection,
and the "other" part, which is more speculative and/or scratchpad
and/or feature-wishlish-esque.  This is intended to eventually be part
of a fuzzy larger inquiry gestating in my head concerning the
intersection between UI and capability.
