Have you looked into Olive or Nautilus-bzr?

Olive is a stand-alone gui, like 'WinCVS', and should be cross-platform.
Nautilus-bzr integrates with the nautilus file browser like TortoiseCVS.
It doesn't work on Windows, so right now we don't have a win32
Tortoise-like program.

It has been proposed, and I think is something we would like to get.

If you really want to stay in sync, then a 'bzr checkout' of a central
location would probably do just fine. Then you just 'bzr update' to get
the latest version, and 'bzr commit' to push up a new one.

And you can always come around here and ask if you need help.
