In some ways I prefer the explicit command line parameter, because then
it isn't confusing that someone sets an env variable, and suddenly bzr
is acting "weird".
If you have a strong desire for an env var, I can see us doing it. I'm
not opposed to having one, I just want to make sure it is necessary.
