I've submitted response to Jamesh's latest version, so I think we're
back in motion.
But I do think we need to look at how we handle config policy. Some
example policies are recurse, include_parents, path expansion. We can
control these on a per-section level, but in at least some cases, it
seems as though they should be per-value.

Aw, drat. I thought we were finally moving forward on this one. I've
certainly reached the point of saying "any implementation is better than
nothing".

Sure. If I'm going to be refining our change-detection algorithms, I
don't want to be doing redundant work. So I'd like to unify our
change-detection algorithms first. I've proposed a new API, the one you
were initially concerned about, because it was tree-oriented, and you
didn't want to require inventories to be constructed to support
comparison. Robert has said he'll look at it, but hasn't had the chance
yet.

Actually, I've been working on nested tree support even though unique
roots hasn't landed. We can probably get by-value nested trees in for
0.12, but there will be rough edges.
