Seems a bug in the sense that at least bzr should give a clean error
message.
But why the hell do you want a checkout (a heavy checkout in
particular) inside the same repository as the branch??
A checkout is mostly a mirror of a remote branch, with a working tree.
Here, you're having a branch and its mirror on the same storage medium.
Then, you get two bound branches, bzr tries to lock both of them to
commit, and since they share the same repository, the second fails.
