[MERGE] revert deletes files when it is safe

Hi all,

This patch fixes file deletion and revert.  Right now it is keeping the
contents of files not present in the target tree.

This patch causes files that do not differ from the basis to have their
contents be deleted, as well as being unversioned.

This is a prerequiste for BzrDir.destroy_workingtree, which I am also
working on.
