Windows standalone installer and Plugins

Should BZR Plugins work with the Windows 'standalone' installer version of
bzr?


I'm seeing this -

bzr comes with ABSOLUTELY NO WARRANTY.  bzr is free software, and

webserve is not a unique problem - bzrtools fails in the same fashion.

Am I right to translate the *nix ~/.bazaar to windows ...\Application
Data\bazaar\2.0\ ?

Is there any other advice about getting plugins to work on Windows? They
can't be installed under \bzrlib because that is a zip-archived file in the
\library.zip folder in the Windows-installer implementation of bzr.

Incidentally, the command 'bzr plugins' is not documented in bzr's built-in
help or at http://doc.bazaar-vcs.org/bzr-0.10/bzr_man.htm
