As an update Vincent Ladeuil has actually implemented keep-alive support
directly on top of urllib in his webdav branch. I've worked with him a
bit, and I think a lot of his work could be merged into the core of bzr,
though in the short term, I would rather have webdav support stay as a
plugin, until it has been investigated a bit more.
