On Windows you need to use double quotes (") not ordinary quotes aka
apostrophe. I think it's really the cross-platform bug both in help and
in tutorial.
Because Linux also support double quotes (IIRC) in shell then I think
tutorial should be updated to use everywhere double quotes. (Or at least
there is should be note about windows/linux difference).
