New win32 user (v0.10.0) failed following tutorial

Greetings.
I've just installed bzr for the first time, using the 0.10.0 version of
the win32 installer, and started to work through the tutorial at
http://doc.bazaar-vcs.org/bzr.dev/tutorial.htm
and I've failed at the first command I have entered -
C:\Documents and Settings\David>bzr whoami 'Frank Chu <fchu at example.com>'
The system cannot find the file specified.
C:\Documents and Settings\David>
What have I done wrong, please?
In case it helps, here is the output from bzr --version -
C:\Documents and Settings\David>bzr --version

options:
-h, --help show help message
--branch set identity for the current branch instead of globally
--email display email address only
C:\Documents and Settings\David>
I think I have exactly copied the example from the --help text. It also
fails if I put my own name and email address.
Any ideas, please?
