Actually, that isn't true. If you repeat the same update command, the
second invocation sees that the file isn't out of date, so it doesn't do
anything. I think the issue is that CVS is using the mtime of the file
to track whether it has been modified or not, so it always waits 1
second after modifying (maybe before modifying? I don't really know).

But the important bit, is that it doesn't pause unless it actually is
modifying the files.
