Public key for Bazaar releases

My fault.  This repo used to be signed by the PQM key.  When I uploaded
the 0.9 package I had prepared, I signed the Release with a key I made
for this purpose.  The associated public key was not uploaded.  This
will be resolved in the next few hours.
