[MERGE] transport.list_dir should always return url-escaped names.

Nobody else has approved this, but nobody blocked it, and I do believe
it is the correct thing to do. So I'm merging and submitting it.

In the future, it would be nice if you sent a bundle, and/or a branch to
merge this from. That way you can get direct credit in the commit logs,
rather than just in the commit message. (For example 'bzr annotate' will
list your name, rather than mine).
