goals for 0.10 development

I'm going to put the 'others' in over the weekend, or on Monday.

Note that a significant number of these have noone claiming ownership of
them yet ('have no assignee') - if you are interested in doing some of
them, please do jump up and assign the bug or spec to yourself!
