[merge] 'bzr add --file-ids-from'

The attached bundle makes 2 changes:

1) Allow the action passed to smart_add_tree to return file ids. This
allows people to generate custom ids, and still use smart add.

2) Add '--file-ids-from' to 'bzr add'. This will attempt to re-use file
ids from another tree.

We discussed this in the past, and Martin seemed positive to the idea.
So I went ahead and implemented it.
