I think it should be in sync with releases, because this document refers
to required libraries and their versions. So it needs to be updated with
each release.

I'm OK to have it on Wiki, just want to have some mention in bzr.dev
source tree about existence of this document. May be in README? Or
NEWS.developers is fine?
