We also have bzrlib/doc/api, which is intended for developers and
contains some (very small) api documentation, which is run as
doctests. I think adding some developer documentation in doc/devel
would be fine.
However, this helpful document about how to make a win32 binary
release, is probably only of interest to a few people at a time, and
perhaps doesn't need to stay in sync with bzr releases. So it's
probably perfectly happy on the wiki, unless you want to move it.
The page http://bazaar-vcs.org/ReleaseChecklist is similar and also
on the wiki.
