Well, we have 'doc/' for documents that will be updated by release, as
opposed to the wiki. (Which is what Martin was suggesting becomes:
doc.bazaar-vcs.org/0.9/foo.html).

Since we will be bundling the installation stuff with bazaar (once I get
off my butt and review it), I think it belongs in doc/

Stuff in doc/ is a reStructuredText file. Which is what our NEWS and
other files are supposed to be. So it isn't quite Wiki content, though
supposedly the Wiki is capable of handling reStructuredText if you give
it the right directive.

If you don't now rst very well, you probably can just copy the wiki
content as a start, and then we can reformat it into restructured text.
