Until 0.8, we didn't have a prayer of maintaining compatibility across
releases. So each bzrtools release has been tied to the same-numbered
bzr release. I haven't rethought that policy, and it's probably too
late for this cycle.

These are specific to Shelf, so I'd like to give Michael a crack at them
first. He does seem more interested in backwards compatibility than me.
But this will be fixed, in bzrtools 0.9 at the latest.
