old version of bzrk in dapper

We had a performance question in IRC, so I went ahead and downloaded and
installed the bzr and bzrk that come with dapper.

It turns out that bzrk is an old one that did not explicitly lock the
repository, so it spends a long time locking+unlocking.

Even if we don't get bzr 0.9 into dapper, I think it would be worth
back-porting the latest bzrk. (It takes many minutes to open bzr.dev,
rather than a few seconds, I killed it after 4 minutes, latest versions
opened in 17.6s).
