I've just been playing around with bzr on windows (not cygwin at all).

I'm very impressed by the installer, looks good and did a good job.

However, I think (but have not verified) that many (most? all?)
plugins in the plugin registry is Linux only? Does anyone know which
(if any) plugin works under windows?

Next question is, where do I put plugins? I couldn't find any
documentation on that (maybe I'm blind).

Using bzr on windows, really shows how much we need a GUI. The windows
command line is really limited.

I agree the installer works well and did a good job, however I could not get
the plugins to work either, so tried a different tack.
Exploded the tar file and then did  "python setup.py install" of bzr,
thereafter install pygtk 2.8.6 for windows and then pycairo 1.0.2 for
windows.
After that a python 'install' of the various plugins.  Bzr itself went into
\Python24\Lib\site-packages\bzrlib and the plugins went into
..\bzrlib\plugins\'various subdirs'
All the plugins I installed are working okay, including the GTK based ones.
