[RFC] BzrTagging updates

Aaron Bentley, and lo! it spake thus:

Well, anybody who branches that branch should still have it, since Jim
did review up to that point (and may want to know that, to see how
much he has left to review on this new branch).  And on a merge, you
still have the revision that Jim reviewed along that branch (though
possibly _otherbranch_JIM_REVIEWED if you already have a JIM_REVIEWED
on your branch).  So, having it visible only to the branch in question
seems to cut the utility.
