I cleaned it up a bit, and changed it so you can install/uninstall the
import profiling. I also updated NEWS so it mentions re.compile is also
monitored.

This is the diff versus the previous stuff.

I haven't pushed it yet, because my DNS records are still broken. But it
is in my TODO list.
