brz 0.8.2 - Disable progress bar and enable it only on -v option

How difficult would it be to implement to have a progress bar that's
hidden the first 1 second.

For slow operations, bzr would output nothing for 1 second, and then
start showing the progress bar, and for fast operation, the progress
bar would never show up.

Of course, you'd still get the bad effect for operations taking 1.1
second ...
