Lets not thrash on this....
its fairly clear that folk have different situations and needs w.r.t.
progress bars.
I agree that when its not needed, not showing one is good.
Heuristics are unlikely to do an ideal job on this. We'll need to tune
various bits of code. But theres still need to force bars off/change
their layout etc (i.e. the nested bars should be emitting dots in emacs
by default)..
This bug has some thoughts already:

The key elements are that there should be a manual knob that can be set
- i.e. an environment variable or option - to force bars off, which is
orthogonal to -q and -v options.
