Yeah, always has. Aaron merges it into bzrtools when he feels like it.
If you want bleeding edge features then use my version, otherwise use
bzrtools.

I see your point. I think for many users though it's easier to just
install bzrtools, they don't want to have to manage 20 different
plugins.
