bzrtools packaging

It Suggests patch and rsync.  AFAIK, bzrtools gracefully degrades if
these are not present.  I'll add pybaz.

I haven't seen Aaron online in the last couple days.  Do you know if
there's a bzrtools release that matches the bzr 0.8 release?
