bzrtools packaging

Hi Jeff, 
	testing the bzrtools package in Dapper, I noticed some quirks..

It does not depend on 'patch' or 'rsync' or 'pybaz'. bzrtools provides
extensions to bzr using these external tools. 'pybaz' in particular is
important because it provides the 'baz-import' functionality needed to
convert baz archives to bzr.
