Oh, I see.  In this case the ubuntu designation just means that it was
prepared by someone associated with Ubuntu, not that it's an
Ubuntu-specific package.  It is intended to work on Debian Sarge, and later.

Because bzr has had significant API changes in its devel versions, there
can be compatibility problems between bzr and bzrtools.  To minimize
this, we test the latest bzr with the latest bzrtools, and then create a
bzrtools package that requires that specific bzr version.
