[MERGE] selectable progress bars for the text ui factory.

This allows the progress bar type to be selected when creating a text ui
factory. This is useful when the heuristic gets it wrong.

I'd like to drop this in 0.8, because it allows simplifying some of the
bzrtools baz-import code, which I am fixing a couple of bugs in
baz_import.
