Yes. And in this case, we know Jeff Waugh, the branch owner, so we can
get him to do that.

I agree. Doing otherwise might be more consistent, but I can't imagine
why anyone would want that. On the other hand, bzr.dev is an example of
a standalone branch inside a repository with a different format.
